The system The main point in my system depends on sharing power, sharing presidency with limited time for each president. We create a council with 5 members under this title: Member of presidential council. Each member will be come president of the council and the country (Iraq) for one month. Each member has the right to stay in the council for 5 years only. The council will hold the executive authority in Iraq forever Those 5 members will be elected from 5 electoral areas each area contains some Provinces selected according to their geographical area and the size of the population like in this table:
Notice; the names I have used are traditional names for these areas and have been so for a long time. I would just like to tell you that I haven’t invent theses areas, it existed before me, so please no one blame me saying that I want to divide Iraq! I just changed some areas a little to equalize the numbers of the population. Iraqi Governing Council, Before the war I had specific ideas about finding a general assembly to start the procedures of election for each member of the presidential council, but since the Americans established temporary Iraqi Administrative Councils (Iraqi Governing Council) I'll start from that point. Normally we need to legislate ideas, now the temporary council will establish a committee and write the legislation of Iraq but it didn't tell us upon what basis the new legislation would be written. I suggest that we write temporary legislation depending on a specific system for the government, like mine for example. The procedures of elected members of the presidential council must start with area NO.1 the northern provinces of Iraq for there is already good stability with good administration. After every year there will be election for new member from another area like this: First year area NO1. Second year area NO2. Third year area NO3. Fourth year area NO4. Fifth year area NO5. From first year after selection the representative of area NO1 and on; the temporary council (Iraqi Governing Council) will represent the other area that hasn’t elected their representative yet. For a better explanation look in the table;

After 5 years the council of government will take over full power to government Iraq. Each member will be president of the council and the country for one month by order of the area, area NO1 then area NO2 … each year there will be an election for the new representative in one area. Since we will start with area NO1 so after five year from starting election in area NO1 will begin, after next year there will be election for represent in area NO2 and like this every year we will have election on one area of the five areas that we have. No representative will have the right to stay for another period (More than 5 years in the council) but he has the right to nominate herself/himself in the election in her/his area if he likes and the people will decide if they will elect him or not, that mean no one will be president for ever!!! With others (More than one president) in a council and changing the presidency they will have in limited time without changing all. This means we will have a president for Iraq (New one every year). That system is good also to elect the members of the parliament that will hold the legislation We have to choose to hold the election for the parliament at the same time with the presidential council member or after 3 months for each area that mean every 6 months there will be election in one area. I prefer to have election every 4 months in each area, one for presidential council, second for the parliament and the third for governors of the Provinces in each area. Iraq will be the country of elections (More explanations in next chapter). I have an idea about the system to choose ministers for the government, like this; we establish an administration council each Minister, establishment, administration, firm and factory. The member of the council represents the administration in each firm, each council composes of the heads of the sections and they will elect one between them to be president of the council. If it becomes established this system will work from the smallest factory to the top of the government and we will have ministers elected by people who work with them and have good experience in the work that the ministry needs. Choosing the ministers will not affected by political and friendly interests either. I’ll try to keep this book open for discussion and updates about all the subjects that I spoke about to improve ideas and to best implement these ideas in the new IRAQ.
